QUALIFICATIONS:
Graduate of BS Civil Engineering
Licensed Civil Engineer is an advantage
With at least two (2) years of experience in estimation, costing, budgeting and contract administration
With in-depth knowledge on standard contract forms, legal principles affecting construction contracts
Familiar with project scheduling software (i.e. Primavera P6, MS Project)
DUTIES AND RESPONSIBILITIES:
Contract Development and Negotiation
1.1 Receives and reviews Project Request for Subcontractor (PRFS) forwarded by the contract officer. Checks all the 1attachments and validates the required date based on the agreed Engineering, Procurement, Construction (EPC).
1.2 Prepares all necessary documents required for requesting proposals such as estimates for the bill of quantities, or construction plans and specifications.
1.3 Prepares the draft contract after the approval of the evaluation by the PBAC/Department head.
1.4 Forwards the bid package evaluations to the contract officer for review and comments.
1.5 Assesses and reviews the type of contract to be used to mitigate potential commercial risks that may expose the company to financial loss
1.6 Prepares the subcontract agreement after the approval of the draft contract and routes it to the authorized / required signatories.
1.7 Monitors the weekly monitoring report of all trade awarding to ensure that there will be no delays.
1.8 Maintains and updates subcontract agreement to reflect the latest agreements and changes in the contract.
2. Contract Execution
2.1 Prepares and routes the approved contract to all authorized signatories.
2.2 Ensures that all prepared contracts comply with the Signing Authority Business Process and declared authorized signatory of each Specialty Trade Contractor by checking the names of the authorized signatories before routing the contract documents.
2.3 Maintains master hard copy of audit-ready contracts and subcontracts files.
2.4 Attends to all meeting of assigned projects to ensure that all contractual issues are properly addressed
2.5 Monitors contract performance to ensure obligations, milestones, and deadlines are met.
2.6 Supports dispute resolution processes, including claims management and contract termination, when required.
3. Risk Management
3.1 Evaluates contractual documents, specifications and tender proposals to identify potential risk.
3.2 Assesses risk related to cost, legal obligations, regulatory compliance and technical challenges.
4. Subcontractor/Suppliers Relations
4. 1 Acts as a liaison between subcontractor / suppliers and internal teams to ensure that contract terms are adhered to.
4.2 Gathers and analyzes subcontractor / suppliers feedback to inform improvements in services and contract terms.
4.3 Ensure all subcontractor / supplier interactions are documented and aligned with the contract to protect both parties.
5. Compliance and Standards
5.1 Keeps up to date records for changes in legislation and standards that may impact contract terms or project execution.
5.2 Verifies the technical specifications, materials, and methods outlined in contracts and complies with the recognized standards and best practices.
6. Financial Oversights
6.1 Tracks expenses and financial performance against contract budgets
6.2 Conducts variance analysis to identify discrepancies between estimated and actual costs.
6.3 Maintains records of all financial transactions and contract-related expenses.
7. Collaboration with Project Teams
7.1 Coordinates with the Architects regarding the issuance of plans in relation to the Baseline Schedule (EPC), and coordinate with the project site for variances to ensure the awards will just be on time.
7.2 Coordinates with assigned project site regarding all their requested bid packages to ensure the timely award.
7.3 Coordinates with the Cost Management group for the budget issuance and budget verification of all submitted bid package evaluation.
8. Research and Development
8.1 Prepares costing for material options needed as requested by the architect for the subcontracted works and innovation-related subcon costing.
8.2 Assists the Research and Development (R&D) group regarding the alignment of innovation priorities with business objectives.
8.3 Attends to a regular monthly joint meeting with R&D to align on innovation goals, timeliness, and resources needed.
9. Continuous Improvement
9.1 Identifies opportunities to improve contract management processes and systems.
9.2 Identifies new tools and technologies to streamline contract management activities.
