Organizational Setting and Reporting Relationship
The position of Senior Gender Officer (Gender Based Violence) is assigned to the Gender Equality Division (CCGE) within the Climate Change and Sustainable Development Department (CCDD). CCSD leads thematic operations, knowledge innovation, and partnerships. CCGE provides technical leadership for gender across ADB operations and knowledge work in line with ADB’s corporate commitments (Strategy 2030 and its 2024 mid-term review). CCGE also has responsibility for rolling out ADB’s approach to addressing sexual exploitation, abuse and harassment (SEAH) risks across operations, in close coordination with the Office for Safeguards (OSFG). You will be based at our Headquarters in Manila, Philippines.
You will report to the designated International Staff.
Your Role
Asa Senior Gender Officer (Gender Based Violence) youwill provide technical support for advancing all aspects of ADB’s approach to prevention, mitigation, and response to SEAH in ADB-financed projects, as well as contribute to wider ADB approaches to addressing gender-based violence (GBV) across operations and knowledge. This will include supporting the development of necessary institutional procedures, protocols and/or guidance materials; providing direct operational support to sovereign and nonsovereign project teams; supporting design and delivery of capacity development programs for ADB staff, government partners and private sector clients; supporting the engagement in dialogue with government officials and private sector clients; and supporting collaboration with development partners; and other duties as required. You will collaborate closely with OSFG and other internal stakeholders for the above.
You Will
- Contribute to development of key procedures and guidance documents related to prevention, mitigation, and response to SEAH in ADB operations at policy, strategic, business process, and individual case handling level.
- Support sector and project teams on the application of internal processes, guidance and tools to address GBV/SEAH risks and respond to incidents in ADB projects across all operations.
- Contribute to awareness raising and engagement with d eveloping member country (DMC) partners and private sector clients on SEAH and broader GBV issues.
- Support processing and management of Technical Assistance (TA) projects on addressing SEAH in ADB-financed projects and contribute to other GBV/SEAH-related TA projects as appropriate.
- Contribute to knowledge work on GBV/SEAH, including GBV research, country profiles, and service provider mapping.
- Support preparation of technical inputs and provide support and coordination, as necessary, to projects and programs with co-financing agreements.
- Collaborate closely with OSFG on GBV/SEAH related aspects of safeguards policy implementation and practice.
- Contribute to preparation and delivery of management briefing on GBV/SEAH as required.
- Perform any other tasks as part of the wider CCGE work program, as assigned by the Director, CCGE or designated CCGE international staff supervisor.
You Will Need
- Bachelor's degree in gender equality, social sciences, development studies, law, economics, or related fields, preferably with Master’s degree or equivalent
- At least 8 years of work experience preferably from a similar development organization; and at least 4 years of supervisory experience
- Understanding and knowledge of safeguarding against GBV/SEAH risks in development operations and related procedures.
- Experience or familiarity with MDB policies and procedures for GBV/SEAH and/or social safeguards would be an asset.
- Proficiency in IT systems and platforms, including MS Word, Excel, Power Point, databases and online budget and travel systems. Familiarity with ADB IT systems is an advantage.
- Strong communication, interpersonal and negotiation skills.
- Writtenandverbalproficiency in English
- Ability to work collaboratively as a team member in a multicultural environment.
