Role OverviewWe are looking for an experienced HR Manager to lead and enforce full compliance with Philippine labor laws, government regulations, and Xpress’s internal HR policies. This role plays a key function across government requirements, payroll and benefits compliance, performance management, and employee lifecycle processes—from recruitment to offboarding.
Key Responsibilities
A. Administrative Compliance
1. Government Permits and Regulatory Compliance
- Manage and renew all business permits (Mayor’s Permit, BIR, SEC, PEZA, Zoning, etc.)
- Ensure compliance with fire, earthquake, and environmental safety regulations
- Maintain and monitor trackers for expiring permits and certifications
- Liaise directly with LGUs, BIR, and other government agencies
- Oversee OSH and BOSH compliance and training accreditation
2. Government Mandatories
- Ensure full compliance with SSS, PhilHealth, Pag-IBIG, and BIR requirements
- Process mandatory contributions, loans, and clearances
- Assist in administering government-mandated employee benefits
B. Human Resources Compliance1. Recruitment Oversight
- Implement and maintain a standardized recruitment process across departments
- Oversee recruiter performance and quality of endorsements
- Generate hiring progress reports for HR leadership
- Monitor end-to-end recruitment updates and ensure timely filling of roles
2. Onboarding
- Ensure a consistent and structured onboarding experience
- Enforce a 30-day performance setup between managers and new hires
- Capture onboarding feedback and submit evaluation reports
3. Payroll and Benefits Compliance
- Ensure accurate and timely payroll aligned with labor regulations
- Validate proper government deductions (SSS, PHIC, HDMF, BIR)
- Oversee benefits administration, including HMO, leaves, and statutory entitlements
- Conduct routine payroll audits to detect and correct discrepancies
4. Performance Management
- Design and implement fair and objective performance evaluation systems
- Partner with department heads to address performance gaps
- Ensure legal compliance in all evaluation processes
5. Policy Development
- Draft, update, and communicate HR policies in line with current labor laws
- Ensure organization-wide policy awareness and adherence
- Proactively review and adjust policies in response to legal or operational changes
6. Training and Awareness
- Conduct regular internal training on labor law and HR compliance
- Monitor regulatory updates (DOLE, BIR, Pag-IBIG, PhilHealth) and update training materials accordingly
- Provide guidance to both staff and management on compliance issues
7. Auditing and Reporting
- Conduct internal audits across HR and compliance processes
- Prepare and submit compliance reports to leadership and regulators
- Implement corrective actions and process improvements
8. Offboarding and Final Pay
- Ensure structured and compliant offboarding processes
- Coordinate exit documentation, clearance processes, and employee communication
- Calculate and process final pay in compliance with DOLE regulations, including unused leave, last salary, pro-rated benefits, and mandatory deductions
- Monitor timeliness of final pay disbursement and ensure all legal and internal timelines are met
Qualifications- Bachelor’s degree in Human Resources, Business Administration, Law, or a related field
- At least 5 years of experience in HR compliance or HR generalist roles with compliance focus
- In-depth understanding of Philippine labor laws and HR standards
- Strong attention to detail, organization, and documentation
- Excellent communication and coordination skills across departments
- Proficient in HRIS platforms and Microsoft Excel/Google Sheets
- HR certification (e.g., SHRM, HRCI) is an advantage
Preferred Attributes- Experience conducting HR compliance audits and investigations
- Familiarity with international HR standards is a plus
- Highly proactive and able to anticipate compliance issues
- Collaborative mindset with strong problem-solving skills
